11.9% of campuses here are traced to a company by a document. 17.2% carry a name that a public directory attributed and we could not verify. That gap is the honest state of the public record.
Developers rarely file under their own name. A county approves a project for a single-purpose company formed weeks earlier, and the operator's name may not appear in the file at all. Following that back means reading state corporate registries for the filing entity, its registered agent, its formation address and its officers, and then finding the same fingerprints on other entities.
